Starting from July 17, Blizzard will deploy the pre-patch, which will overhaul the game and bring balance to their live server. For example, developers have reduced stats for players from both sides and NPCs, just like they did in Warlords of Draenor expansion. Health, damage and stat numbers are scaled down for everyone but still it somehow stays stable in overall. However, that doesn't necessarily makes the game is easier or harder at all. If anything, it has become more reasonable.

Legion Artifact weapon traits will no longer be available and people are going to end up with a normal stat-stick to strike at or spell casting. Whatever existing or unlocked traits you had are no longer there but are included in your class. Players are still allowed to transmog any weapon at their disposal if they belong to the same standard though. Open World PvP is returning with War Mode in Patch 8.0, which can be turned on and off as long as you are in capital city of Stormwind or Orgrimmar.
